Target Rationale
The criteria for meeting the 2020 target was a 5% increase from the 2012 baseline. We reviewed the WQI index for one station on the Samish river where significant resources are being invested, as well as the overall trend in WQI for Puget Sound and concluded that we could clearly see 3-4% improvement over a 6-7 year period. With this in mind, we chose a modest target that could still be detected in consideration of the 11% interannual variability.
