Adult Protective Services (APS) data is from the APS automated system. Resident and Client Protection
Data Definition
The percent of APS and RCPP investigations that are open longer than 90 days out of all open investigations. APS investigates abuse/neglect of individuals in their own home. RCPP investigates abuse/neglect by a named alleged perpetrator against individuals who live in facilities. Count is a snapshot taken on a specific day each month of investigations open longer than 90 days. Data for RCPP investigations is only available for CY2013 forward. RCPP data collection method will change with implementation of new TIVA data system in summer, 2014. APS methodology was updated in February 2014 and updated historically as well as last quarter. The previous methodology counted all cases open during a month, which led to duplication although the percentage measure results were similar.
Data Frequency
Quarterly data is an average of the monthly data for the three months in that quarter.
Target Rationale
• A standard of no more than 12% of investigations open longer than 90 days is based on a brief analysis of actual data for Washington State showing that at least 12% of investigations were coded as having “good cause” to be open longer than 90 days. Good cause includes requests from law enforcement to stand down or to collaborate, unusual difficulty getting evidence or interviews, and the involvement of protective services for the vulnerable person and/or a pending legal guardianship. In order to reach the 12% target, new funding to add more investigative staff is required, as staffing has not kept up with the increases in reports of abuse and neglect or the increasing complexity of investigations. The current action plan steps, including streamlining intake and investigations, will make improvements in performance in the right direction, and DSHS is setting interim goals as to what is achievable within existing staff resources. To aid in moving the needle toward the target we are streamlining intake and investigations, using employee and stakeholder input, and Lean management principles; analyzing why cases take longer than 90 days to resolve, if they are open without "good cause" (cases remain open for good cause when a law enforcement investigation or prosecution is ongoing); developing an updated staffing model for investigators that keeps up with the level of increased workload; implementing modern data systems to track abuse and abusers; and partnering with stakeholders and advocates to identify important issues we can work on together.
